State Representative Terry Morrow passed two important bills by unanimous votes off the House floor on April 15th. These bills, which concern criminal sexual conduct and arbitration proceedings, are the result of considerable work by Morrow, national and state experts, and state agencies. The two bills are headed to the Governor’s desk for his signature.
Morrow’s bill on criminal sexual conduct eliminates a loophole that existed under current law. Under the bill passed on Thursday, Minnesota law would now penalize persons who engage in sexual conduct inside secure treatment facilities.
I am working closely with the Minnesota Sex Offender Program administration and staff to ensure that all of our laws create safe and secure facilities. Anyone who jeopardizes that goal must be held accountable.
Morrow’s successful legislation on the Revised Uniform Arbitration Act concludes years of negotiations and discussion. This bill improves Minnesota’s arbitration laws by allowing courts and arbitrators to provide provisional remedies to victims. Morrow’s bill preserves the right to have an attorney, requires arbitrators to disclose any potential conflicts of interest, and permits punitive damages when allowed under Minnesota law.
By reforming Minnesota’s arbitration laws, we can resolve legal conflicts more quickly and more fairly. I practiced law before I began teaching, so I know that everyone–the parties, the court system, and the taxpayer–all benefit from an efficient arbitration system. I am glad that we were able to bring everyone together, work out their differences, and pass this law after a decade or so of work.
This week’s bills are the latest of Representative Morrow’s productive 2010 legislative session. Earlier this year, his bill to renovate the Minnesota Prairie Line brought $5 million to the project. Morrow’s bill to tighten significant parts of Minnesota sex offender laws will be in conference committee this week. His bill to help Minnesota recover approximately $60,000 each year from missing post-secondary education option textbooks passed through committee. MnDOT will be required to improve its Greater Minnesota Transit Plan under Morrow’s bill that passed through the transportation committees.

Today, Terry was unanimously endorsed for re-election to represent House District 23A in the Minnesota legislature. The Senate District 23 Endorsing Convention was held at the Blue Earth County library in Mankato. Senator Kathy Sheran (Senate District 23) and Representative Kathy Brynaert (House District 23B) were also unanimously endorsed.

St. Paul, Mn - State Representative Terry Morrow supports a plan introduced today by State Rep. Paul Thissen to protect vulnerable Minnesotans and state security staff. This plan will re-evaluate a redesign plan for mental health care-related services provided by State Operated Services (SOS). The Minnesota Nurses Association (MNA), Minnesota Association of Professional Employees (MAPE), and American Federation of State, County and Municipal Employees (AFSCME) joined Representatives Thissen, Morrow, and other legislators in objecting to the SOS redesign plan.
Today’s announcement coincides with Rep. Morrow’s calls for increased oversight of the Department of Human Services (DHS) and SOS. The plan recommendations include closing a Crisis Center in Mankato, a Community Transition Services facility in Eveleth, and several dental clinics that serve vulnerable Minnesotans. Morrow focused upon the proposed Mankato Crisis Center closing and safety issues at the St. Peter Regional Treatment Center.
I am deeply concerned about a number of provisions in the SOS redesign plan. Many in our area told me of their opposition to the SOS proposal to eliminate the Mankato Crisis Center, which provides critically important services. Violent assaults have increased dramatically at the St. Peter Regional Treatment Center. We must keep security inside and outside the Regional Treatment Center as our first priority.
